Maureen Oster
Maureen Oster retired from the County of Los Angeles after 37 years of service.
As the Assistant Treasurer and Tax Collector from April 1989 to November 2003, she headed the Cash Management Division of the County of Los Angeles Treasury with responsibility for developing and implementing the county-wide cash management policies, practices and products to provide for the efficient collection, disbursement, investment and safekeeping of the County Treasury's $18 Billion Pooled funds. She provided management and oversight of the Banking and Remittance Operation, carried out fiduciary responsibilities as a voting member of the $20 Million Los Angeles Unified School District Annuity Reserve Fund and support for the $34 Billion Los Angeles County Retirement Association Pension Fund as well as the Los Angeles County 401K and 457 Pension Plans. She achieved and was awarded the Treasury Management Association's lifetime Cash Manager Certification in 1996.
Between 1966 and 1989, Ms. Oster worked in Personnel for the Departments of Health and Services and Purchasing and Stores, as a Budget Analyst and Assistant Team Leader in the Chief Administrative Office with direct responsibility for the preparation and monitoring of 9 General Fund Budget Units with gross appropriation in excess of $400 million, and as an Assistant Administrative Deputy in the District Attorney's Office.
Ms. Oster is a private pilot and enjoys travel, wood work, reading and volunteer work. She is currently the Treasurer of the Mesa Oaks Community Improvement Association Inc., and a former Ombudsman for the State of California, and a volunteer for Blue Shield of America. She resides in Covina with her two loving mutts (a Chow-Shepherd mix and a miniature Doxie-Australian Shepherd mix) adopted from a local pet rescue.
